International Parental Child Abduction Deterrence Act
Requires the Secretary of State and the Attorney General to take certain actions against specified foreign nationals involved in actions relating to international child abduction, such as the case involving Sean Goldman and Brazil, regardless of whether a country is a party to the Hague Convention on the Civil Aspects of International Child Abduction.

Ensuring One Level of Aviation Safety Act

Requires the Federal Aviation Administration to implement recommendations by the National Transportation Safety Board that allow for random, unannounced, on-site safety inspections of regional air carriers; new rules to address pilot fatigue; carriers to have greater access to information about pilot practical test failures; greater oversight of pilot training schools; and the establishment of a national standard relative to the minimum number of flight hours required for commercial aircraft pilots.

Helping Seniors Choose their Medicare Drug Plan Act

Ensures that low-income beneficiaries have improved access to prescription drugs under the Medicare and Medicaid programs.

Detainee Interrogation Recording Act

Requires the videotaping of strategic intelligence interrogations of persons in the custody of or under the effective control of the Department of Defense. These records would be kept at the appropriate level of classification, and would be available to intelligence personnel who could examine them for any potential intelligence benefit.

Voter Confidence and Increased Accessibility Act

Creates a national standard of voting to help ensure that every vote is recorded and counted as intended. The bill would require paper ballot voting systems accompanied by accessible ballot marking devices and require routine random audits of electronic voting tallies.

Helping Fill the Medicare Rx Gap Act
Ensures that more senior citizens receive federal assistance in paying for prescription drug costs under Medicare. The bill would include the costs of drugs provided by the Indian Health Service, Federally qualified health centers, AIDS drug assistance programs, certain hospitals, and pharmaceutical manufacturer Patient Assistance Programs in calculating True Out of Pocket costs.

Property Tax Relief Initiative

Extends for five years a property tax deduction, which benefits homeowners who do not itemize on their Federal tax returns. The initiative, which currently applies for the 2008 and 2009 tax years, allows single-filing property-owning taxpayers to take an additional deduction of $500 and joint filers to deduct $1,000 for state and local property taxes paid or accrued.

Establishes ten National Transportation Objectives to promote energy efficiency and energy security, ensure environmental protection, improve economic competitiveness, increase safety and public health outcomes, improve system conditions and connectivity, and provide equal access to urban and rural communities.

Congressional Veteran Internship Act

Allows each member of Congress to hire one veteran as a Congressional intern for one year, and provides each veteran in the program a $25,000 stipend. The program is open to all veterans of all eras.

The Water Advanced Technologies for Advanced Resource Use (WATER) Act

Authorizes and expands the WaterSense program to encourage the manufacture and sale of water-efficient consumer products. WaterSense evaluates and labels high-performance water efficient products and allows consumers to easily identify them on the shelf.

Military and Overseas Voting Enhancement Act

Requires States to accept absentee ballots of overseas military and civilian voters which are submitted by the voter to a provider of express mail services not later than the day before the date of the election involved for transmission to the appropriate State election official, and requires the Secretary of Defense to reimburse overseas military voters for the costs of using a provider of express mail services to transmit the ballot to the official, and for other purposes.

Establishes a Congressional commission to investigate the 2001 anthrax attacks and the federal government’s response to and investigation of the attacks. The bipartisan commission would make recommendations to the President and Congress on how the country can best prevent and respond to any future bioterrorism attack.
